were recently implemented, and 6 that were being planned.
In 2002, 37 percent of the Federally-sentenced defendants in Illinois had committed drug offenses. Approximately 39 percent of the drug offenses involved crack cocaine. On June 30, 2004, the Illinois Department of Corrections adult inmate population totaled 44,379. Approximately 25% of the adult offenders committed drug offenses. The number of juveniles incarcerated in Illinois juvenile institutions on June 30, 2004 was 1,603. Eleven percent of the juvenile offenders committed drug offenses.
The primary drug threat in the state of Illinois is cocaine and heroin is the second greatest threat to the state. The state has seen an increase in the number of young, white, suburban heroin users. This increase in abuse was the result of increased availability of lower cost, higher purity heroin. Heroin from all source areas is available in Illinois, although South American and Southeast Asian heroin are most prevalent.
During 2003, there were 108,938 total drug arrests in Illinois. During 2004, the Drug Enforcement Administration (DEA) reported marking 893 arrests for drug violations in Illinois.
